Thinkbox Group, LLC recently began offering Energy Capital Improvements Program Xpress (ECIP XPRESS) to help housing authorities take advantage of the US Department of Housing and Urban Development's (HUD) notice PIH-2008-22(HA) regarding Energy
Performance Contracts.

The guidance now allows term extensions from 12 to up to 20 years for energy performance contracts. This includes public housing authorities (PHA) self-performance contracts. PHAs must have approval by April 30, 2009 to be eligible. ECIP Xpress is designed to help PHAs prepare all documentation for HUD approval within 6 months.
